PROBLEM TO BE SOLVED: To suppress illegal connection to a communication line from a portable terminal. SOLUTION: A transmission section 120 is installed in a building 100 and emits electromagnetic waves or light of a predetermined wavelength. A portable terminal 200 is used in the building 100 and has a radio communication section 210, an authentication data storage section 220, an authentication data reading section 230, a receiving section 240, and a control section 250. The radio communication section 210 performs radio communications with a communication line 420. The authentication data storage section 220 stores authentication data to be used for authentication by an authentication device 400 connected to the communication line 420. The authentication data reading section 230 reads the authentication data from the authentication data storage section 220 to transmit the authentication data to the radio communication section 210. The receiving section 240 receives the electromagnetic waves or light of the predetermined wavelength emitted by the transmission section 120. The control section 250 enables both a radio communication means and an authentication data reading means when the receiving section 240 receives the electromagnetic waves or light of the predetermined wavelength.
