<P>PROBLEM TO BE SOLVED: To provide a mobile communication switching apparatus that can establish communication between mobile communication terminals even if the mobile communication terminals are identical with each other and they have performed transmission substantially at the same time from each other. Ž<P>SOLUTION: A first mobile communication switching apparatus 40 acquires a random number A, B indicative of a connecting request to be more prioritized from a connecting request signal A and a connecting request signal B which concern inter-transmission between identical mobile communication terminals 10. Based on the acquired random number A, B, it is determined whether or not the connecting request by the connecting request signal A should be prioritized over the connecting request by the connecting request signal B. Then, if it is determined that the connecting request by the connecting request signal A should not be prioritized over the connecting request by the connecting request signal B, then a process of canceling the connecting request by the connecting request signal A is performed. Such a canceling process establishes communication based on the connecting request by the other connecting request signal B, and communication based on substantially simultaneous transmission between the identical mobile communication terminals 10 is established.
