<p><P>PROBLEM TO BE SOLVED: To solve the problem that a redundant receiver may be used as a measurement object in link quality measurement of multicast communication, and quality control of a network cannot be efficiently carried out. <P>SOLUTION: A method of controlling quality includes: a multicast tree information storage means to store multicast tree information showing a multicast tree being a data path for multicasting data; a network configuration information storage means to store network configuration information capable of identifying which device is connected; a quality measurement object device identification means to identify a terminal for collecting quality information of the network as a quality measurement object device based on the network configuration information and the multicast tree information.
