PROBLEM TO BE SOLVED: To provide a technique exactly counting the number of teeth of a toothed belt, and an idea of utilizing the technique suitably for an actual device of manufacturing the toothed belt and a method of manufacturing the toothed belt. SOLUTION: The device 1 of manufacturing the toothed belt 40 includes: a first roller 2 and a second roller 3 (movement means) moving the toothed belt 40 in a lengthwise direction, the toothed belt 40 having a plurality of teeth 41 spaced apart arranged at a predetermined interval in a lengthwise direction; an optical sensor 5 arranged at a predetermined position on the teeth 41 side of the toothed belt 40 and measuring the distance from the predetermined position to the surface of the toothed belt 40 on the teeth 41 side; a differential processing part 21 conducting the differential processing to the distance measured by the optical sensor 5; a counter 22 counting the number of the differential values calculated by the differential processing part 21 that exceed a predetermined threshold value R as the number of the teeth; and a tooth number determination part 26 determining whether the tooth number measured by the counter 22 reaches a predetermined number of teeth.
