PROBLEM TO BE SOLVED: To provide a charging member for electrophotographic device, capable of providing superior images by suppressing minute resistance irregularities, images with streaks due to deterioration of charging performance, and ghost images. SOLUTION: A surface layer of the electrifying member contains graphite particles and ferroelectric particles, and the relation between a projecting part derived from the graphite particles (graphite projecting part) and a projecting part derived from the ferroelectric particles (ferroelectric projecting part), both formed on the surface, is controlled, such that the distance L of the apex of the ferroelectric projecting part to a plane formed by three graphite projecting parts adjacent to the ferroelectric projecting part is positive.
