PROBLEM TO BE SOLVED: To provide a turbine rotor having appropriate strength and toughness and a method for manufacturing the turbine rotor without causing a sudden rise in manufacturing cost and the extension of manufacturing time.

SOLUTION: In the turbine rotor composed by welding high temperature rotor material made of high chrome steel and low temperature rotor material made of low chrome steel, the high temperature rotor material is made of the high chrome steel containing nitrogen of 0.02 mass% or more, and filler material welding the high temperature rotor material and the low temperature rotor material is 9% chrome filler material containing nitrogen of 0.025 mass% or less.
