<p><P>PROBLEM TO BE SOLVED: To smoothly provide personal information, based on the agreement of a principal in the portable telephone of a user or a personal computer for private use, concerning a personal information management technology that provides personal information, based on the agreement of a user. <P>SOLUTION: A personal information management system 102 acquires a usage permission policy 114, in response to the request of personal information from a personal information handling system 103, and issues a usage permit, corresponding to the policy and the requested personal information, to the personal information handling system 103, and leaves a user permission issue history 117. The system 103 analyzes the usage permission policy determined by the usage permit received, and uses personal information based on the result.
