<P>PROBLEM TO BE SOLVED: To provide a functional coating composition which can improve combustion efficiency, rust prevention and deodorization properties of internal combustion engine, due to ion effect. <P>SOLUTION: The functional coating composition is obtained by kneading a mixed fine powder including iron tourmaline as a natural silicate mineral, mica and ore combustion oxide powder comprising lanthanum, cerium, neodymium, yttrium, zirconium, titanium, calcium, and silicon including a minute amount of radioactive elements, and sea mud (white clay), into a synthetic resin compound.
