Disclosed are functional devices and a manufacturing method therefor that can provide functional devices such as dye-sensitized solar cells that can maintain a high level of characteristics. The dye-sensitized solar cell that is a functional device has a transparent substrate (12a) on which a transparent conducting film (13a) is formed, a substrate (12b) on which an electric film (13b) is formed, an electrolyte solution (16) that fills the space between the two substrates, an inner main seal (15a) made of a first ultraviolet-cured resin that seals in the electrolyte solution and joins the two substrates, and an outer main seal (17a) made of a second ultraviolet-cured resin that joins the two substrates outside the inner main seal. The device has an end seal plate (19) that is joined to the substrate (12b) by inner end seals (15b) and (15c) made of the first ultraviolet-cured resin and that plug the openings in electrolyte solution inlet holes (18a) and (18b) formed in the substrate (12b) for filling with the electrolyte solution and seal in the electrolyte solution, and outer end seals (17b) made of the second ultraviolet-cured resin that are disposed on the outside of the inner end seals.
