PROBLEM TO BE SOLVED: To ensure operation of a train when an obstacle is generated on movement closure system communication in a signal system provided with an ATC (Automatic Train Control) logic device by the movement closure system and a linkage logic device. SOLUTION: The signal system includes back-up function comprising the signal system of the movement closure system for connecting the train 5 and the ATC logic device 3 by radio communication and the linkage logic device 1 for controlling action of ground equipments 22, 23 in cooperation with the ATC logic device 3. A plurality of train detection means 25 for back-up connected to the linkage logic device 1 are provided on a track T in a section of the movement closure system. The linkage logic device 1 is provided with: a position information determination part for determining whether or not the action of the ATC logic device 3 is normal; and a field equipment control information preparation part for preparing field equipment control information for controlling action of a point 22 and a signal 23 using train detection information for back-up from the train detection means 25 for back-up, route data and course setting information when the action of the ATC logic device 3 is not normal.
