<p><P>PROBLEM TO BE SOLVED: To provide a circuit protective device for stabilizing fusion characteristic. <P>SOLUTION: The circuit protective device includes: an insulating substrate 11; a pair of upper electrodes 12 arranged on both ends of the insulating substrate 11; an element portion 13 formed so as to bridge the pair of upper electrodes 12 and electrically connected with the pair of upper electrodes 12; a base layer 14 arranged between the element portion 13 and the insulating substrate 11; and an insulating layer 15 formed so as to cover the element portion 13.
