<P>PROBLEM TO BE SOLVED: To detect a horizontal synchronizing signal quickly in simple configuration. <P>SOLUTION: A non-signal state detection circuit detects a non-signal state of a horizontal synchronizing signal. The non-signal state detection circuit includes a period setting section and a detection section. The period setting section sets a detection period including at least a period for predicting that the horizontal synchronizing signal is ON, for each cycle of the horizontal synchronizing signal while using a crystal clock signal.
