PROBLEM TO BE SOLVED: To provide reliability authentication of a web site to an Internet user, in a one-stop manner, and to provide a search engine capable of confirming the reliability of the web site on a search result screen. SOLUTION: A certificate authority system comprises: a plurality of registration station systems for independently auditing the reliability of an applicant from different viewpoints, respectively, in a certificate authority system that issues an electronic certificate; and an issuance station system for issuing the electronic certificate, only when authentications can be obtained from all the registration station systems as a result of the audition due to the plurality of registration station systems.
