<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming system that suppress occurrence of interference streaks on a recording medium. Ž<P>SOLUTION: When a≥0.08 mm and b/a<0.80 are satisfied, as shown in Fig.12, a result in which interference streaks are prevented or suppressed in a permissible level is obtained. When a<0.08 mm and b/a>1.27 are satisfied, a result in which interference streaks are prevented or suppressed in a permissible level is obtained. The letter "a" is the advancing distance of a recording medium per gear tooth in a sub-scanning direction orthogonal to a main scanning direction and the letter "b" is a distance by which starting points, from which a pair of dots are formed on a recording medium, are separated in the sub-scanning direction based on a pair of adjacent sub-matrixes of a dither matrix in the sub-scanning direction.
