PROBLEM TO BE SOLVED: To provide an aqueous rough face forming agent capable of being suitably used as a rough face forming agent particularly when a metal-spraying coating film is formed. SOLUTION: The aqueous rough face forming agent contains as components, (1) a binder resin comprising a water-soluble amine resin curing agent and a hydrophobic liquid epoxy resin and (2) insoluble solid particles having an average particle diameter of 30 to 150μm.
