PROBLEM TO BE SOLVED: To provide an inexpensive transmission belt device which is robust over adherence of rainwater or the like and stably maintains a belt running condition while improving the transmission efficiency and endurance to be nearly equivalent to those of a flat belt. SOLUTION: Flat pulleys are employed for a driving pulley 1 and at least one of driven pulleys 2 to 4. Motive energy transmission between the pulleys is performed by utilizing a nearly flat transmission surface b1 of a transmission belt B. As a result, the cost of the belt transmission device A is largely reduced and further the transmission efficiency and endurance of the device are improved nearly up to the level of those of a flat belt. At the same time, on the outer surface of the belt, a plurality of protrusions 82a extending in the length direction of the outer surface are provided.
