PURPOSE: A frame interpolation apparatus based on a precision motion estimation, and a method thereof are provided to perform the precise motion estimation between frames using a rotating detection. CONSTITUTION: A method of a precision motion estimation using a frame interpolation apparatus comprises the following steps: performing a forward motion prediction and a backward motion prediction through a current frame and a previous frame using an initial motion vector determining unit(101); determining an initial motion vector about a current block of an interpolation frame using the initial motion vector determining unit; determining a final motion vector including a rotational element by rotating the current frame and the previous frame determined by the initial motion vector determining unit using a final motion vector determining unit(103); and generating a interpolated frame by the final motion vector using a frame generating unit(104).
