<P>PROBLEM TO BE SOLVED: To provide a non-lead piezoelectric ceramic capable of lowering the electric field intensity in polarization processing and a piezoelectric element. <P>SOLUTION: The piezoelectric ceramic consisting of a sintered compact in which the ratio of particles 1 which contain an alkali niobate as a major component and bismuth, have an average particle diameter of 2 μm or less and domain-walls 2 present inside are almost parallel is 80% or more of the whole is used.
