<P>PROBLEM TO BE SOLVED: To provide a polyester fiber capable of obtaining stable processability in a direct spinning/stretching method, and showing a high shrinkage, and to provide a woven or knitted fabric obtained from the same. Ž<P>SOLUTION: The continuous method for producing the high shrinkage polyester fiber includes: melt-spinning a raw material obtained by blending (A) a polyethylene terephthalate-based polyester having 0.6 to 0.7 intrinsic viscosity with (B) a polyethylene naphthalate-based polyester in a (60:40) to (90:10) weight ratio; cooling to or lower than its glass transition temperature to form a yarn, obtaining a stretched yarn by stretching while heating it to a temperature from its glass-transition temperature to melting point temperature by passing the yarn through the inside of a tubular heating device; and winding by 3,500 to 5,500 m/min speed after feeding an oil on the surface of the stretched yarn. The high shrinkage polyester fiber obtained in such a manner and having 20 to 50% boiling water shrinkage, ≥150 mg/dtex thermal stress at 130°C and 20 to 300 dtex fineness, and the woven or knitted fabric made therefrom are provided.
