PROBLEM TO BE SOLVED: To provide a charger capable of determining that a secondary battery repeating over-discharge is an over-discharged secondary battery and preventing faults due to continuation of charge in advance without performing charging. SOLUTION: When battery voltage of a battery pack 5 detected by a voltage measuring circuit 13 and made of a plurality of battery cells E1-En reaches an over-discharge determination voltage value at the time of preliminary charge right after starting of charge, a control circuit 12 determines that the battery pack 5 is not functioned due to deep over-charge as a battery. Then, the control circuit 12 stops charging to the battery pack 5 which is not functioned due to deep discharge as a battery.
