PROBLEM TO BE SOLVED: To provide a method for manufacturing a substrate for forming carbon nanotubes, by which single-walled carbon nanotubes are grown so as to have such a crystal structure that the crystal orientation is aligned in a specific direction. SOLUTION: The substrate for forming carbon nanotubes is obtained by fixing metal-based catalytic fine particles for forming the carbon nanotubes on a surface of a single crystal substrate. The method for manufacturing the substrate includes (1) a process for forming a dispersion wherein the metal-based catalytic fine particles are dispersed in a solvent, (2) a process for covering the surface of the single crystal substrate with a modifying substance, and (3) a process for fixing the metal-based catalytic fine particles on the single crystal substrate by bringing the single crystal substrate whose surface is covered into contact with the dispersion.
