PROBLEM TO BE SOLVED: To recognize a radio condition of each radio system in a peripheral region of a radio terminal on a user side. SOLUTION: In a cognitive radio system including radio terminals 5 capable of radio communication by a plurality of radio systems, and a management server 6 managing the radio terminals 5; a present location and a reception power average value on a radio system basis are acquired on the radio terminal 5 side, the present locations and the reception power average values are sequentially collected from the radio terminals 5, and reception quality on a location basis is managed on the management server 6 side on a radio system basis based on the present locations and the reception power average values; when receiving a request from the radio terminal 5, information of the peripheral regions including the present locations of the radio terminals 5 while being managed on the management server 6 side and the reception power average values on a radio system basis in the peripheral regions, are provided to the radio terminal 5 as a peripheral reception condition, and the radio terminal 5 generates radio guide information for guiding selection of an optimal broadband radio system in the peripheral region of the radio terminal based on the peripheral reception condition, displays the radio guide information on the screen of a display part, and can thereby change over the radio system to the selected radio system.
