PROBLEM TO BE SOLVED: To provide a method for manufacturing an apparatus of a panel for information display, which can prevent a display defect like dot loss by applying ultrasonic vibrations from an ultrasonic transducer to a substrate filled with particle groups within cells via an ultrasonic cooling stage, thereby rapidly removing the unnecessary particle groups in a short time and performing filling of the required particle groups, and a manufacturing method. SOLUTION: When the panel for information display for displaying information, such as an image, is produced by sealing the display media, constituted as the particle groups 17, including the particles having at least optical reflectivity and electrostatic chargeability in the cells formed of partitions 11 on a substrate and moving the display media, the apparatus for manufacturing the panel for information display to perform a particle group removal step of removing unnecessary particle group is constituted in such a manner that the particle group removal step is performed by connecting an ultrasonic transducer 14 to a stage 13 placing the substrate 12, driving the ultrasonic transducer 14, and applying the ultrasonic vibrations via the ultrasonic cleaning stage 13 to the substrate 12.
