PROBLEM TO BE SOLVED: To provide a control apparatus, a control method, and a computer program, which improve reusability without changing an entire platform program to shorten a developmental process and to reduce a development load. SOLUTION: A function in a platform layer 108 based on a platform program is separated into a resource manager layer 108a for performing logical control of a hardware resource and a resource controller layer 108b for performing physical control dependent on the hardware resource itself. The resource manager layer 108a is required to perform only identification of data necessary from an application program, and is not necessary to recognize any actual address in any storage unit where the data is present, the resource controller layer 108b recognizes them, and data instructed from the resource manager layer 108a is physically read and is returned.
