<P>PROBLEM TO BE SOLVED: To surely enable data to be used by an old program to be used by a new program in a program rewriting device for rewriting the program of an electronic control device. Ž<P>SOLUTION: Data stored in an EEPROM 22 are acquired (S1), and data conversion processing for converting the value of control data acquired from the EEPROM 22 so that it can be used by a new program is executed based on the comparison of an old data table with a new data table (S5), and the data after the data conversion processing are written in the EEPROM 22 (S8 to S17).
