PROBLEM TO BE SOLVED: To provide a video signal processing apparatus, a video signal processing method, a program and a display device capable of improving image quality by determining correlation between a current frame and a previous frame on the basis of an input video signal and controlling a gain of the video signal and a light emission time on the basis of the determined correlation.

SOLUTION: The video signal processing apparatus includes: a correlation determination part which determines a correlation between the current frame and the previous frame by corresponding pixel and outputs a correlation signal of a signal level according to a determination result; a light emission time setting part which outputs a light emission time control signal on the basis of the correlation signal; an adjustment value setting part which outputs an adjustment value on the basis of the correlation signal; and a gain adjustment part which adjusts the gain of the video signal on the basis of the adjustment value and outputs the video signal whose gain is adjusted, wherein the light emission amount in one frame period which is defined by a light emission time control signal and the video signal output from the gain adjustment part is constant independent of the determination result in the correlation determination part.
