PROBLEM TO BE SOLVED: To provide a high convenience to a user in consideration of a relation between a plurality of items to be monitored and controlled in a monitor and control server to which a terminal is connected for displaying a screen for monitoring and controlling a plurality of objects. SOLUTION: The plurality of items are displayed on the screen for each of preset group units. The monitor and control server includes a user unit screen permit/inhibit information recording part 30b and a user unit item permit/inhibit information recording part 30a which respectively record permission/inhibition of display/operation for each screen and for each item by units of users. A user unit range deciding part 14 decides a range of display/operation by the combination of the screens and the items for the user certified by a user certifying part 12 by referring to the user unit screen permit/inhibit information recording part 30b and the user unit item permit/inhibit information recording part 30a to display/operate in accordance with the decided range.
