PROBLEM TO BE SOLVED: To prevent fogging in a non-print part of a medium and to form a preferable image by controlling a developer prepared by mixing different two kinds of particles in such a manner that second particles have a smaller absolute charge amount or are in an inverted polarity with respect to first particles.

SOLUTION: The developer prepared by mixing two different particles is used, wherein the second particles have a smaller absolute charge amount or are in an inverted polarity with respect to the first particles.
