PROBLEM TO BE SOLVED: To provide a lead member capable of attaining both of a shape maintaining property and reliability and provide a nonaqueous electrolyte power storage device equipped with the lead member and a manufacturing method of the lead member. SOLUTION: The lead member 10 is composed of a first insulation film 12 being adhered with an intermediate part of a strip-shaped metal foil 11 in a length direction from one side face of the metal foil 11 and a second insulation film 13 being adhered from the other side face of the metal foil 11 and the first insulation film 12 and the second insulation film 13 are pasted on each other. One end part 12a of the metal foil 11 of the first insulation film 12 in the length direction is shifted from an end part 13a of the same side of the second insulation film 13.
