<P>PROBLEM TO BE SOLVED: To provide a vehicle control device and a vehicle control system for improving a damage reduction effect in each colliding vehicle. Ž<P>SOLUTION: The vehicle control device 1 estimates a pattern of collision between a vehicle 10 and the other vehicle, and receives a "device control request flag" about a collision handling device 3 operable on the other vehicle. Also, the vehicle control device 1 determines respective collision handling devices 3 to operate in the vehicle 10 and the other vehicle according to the collision pattern and the "device control request flag". Then, the vehicle control device 1 controls the vehicle 10 to operate the determined collision handling device 3, and requests the other vehicle to operate the determined collision handling device. That is, both the collision handling device 3 to be operated by the vehicle 10 and the collision handling device to be operated by the other vehicle are determined according to the pattern of collision between the vehicle 10 and the other vehicle.
