PURPOSE: A data transmission/reception apparatus and a method thereof for preventing the waste of a network resource are provided to satisfy the data transmission QoS corresponding to a decision result by converting RAT(Radio Access Technology) after determining the transmission characteristic of data. CONSTITUTION: A transmission characteristic decider(310) decides the transmission characteristics about data. An access method determiner(330) decides a wireless access technology according to a decision result. A communication unit(350) transmits transmission data to a transmission rate according to the air interface technology. The transmission characteristics determining unit decides the transmission characteristics with reference to the quality of service information about data.
