PURPOSE: A random access procedure method and a terminal thereof for monitoring a downlink channel and reducing power consumption are provided to efficiently reduce power consumption by monitoring downlink channel monitoring of the terminal and driving a timer. CONSTITUTION: An RACH(Random Access Channel) preamble is transmitted(S11). The RACH response is received from the network. If the RACH preamble is directly directed with network, a downlink channel is monitored until the new electrical transmission is directed(S13, S14). The Contention resolution timer is driven(S15). A random access procedure terminal monitors a downlink channel and reducing power consumption.
