<p><P>PROBLEM TO BE SOLVED: To achieve the high speed operation of encoding processing by quickly reducing the data amount of encoded data in the case of encoding an image. <P>SOLUTION: An image processing part 2 performs image signal processing to a video digital signal, and creates an image signal. An image encoding part 100 encodes the image signal, and creates code data. On the other hand, a data storage part 3 stores the image signal, and a data comparing part 4 compares the image signal of a current frame with the image signal of a previous frame stored in the data storage part 3.
