A data driving device and an organic EL(Electro-Luminescence) display device having the same are provided to reduce the size of a driving unit by reducing the number of transistors in a sampling latch. A data driving device includes a shift register, plural sampling latches(430), plural holding latches(440), a DAC(Digital to Analog Converter,450), and a sampling voltage supply unit(420). The shift register receives a start pulse and sequentially outputs output signals synchronously with a clock signal. The sampling latches receive a digital image signal and sample the digital image signal by one bit. The holding latches receive and store the sampled digital image signal. The DAC receives the stored digital image signal and converts the digital image signal to an analog data signal. The sampling voltage supply unit receives an output signal from the shift register and an inverted output signal to form a sampling voltage, and supplies the sampling voltage to the sampling latches in common.
