<P>PROBLEM TO BE SOLVED: To provide an image with less image quality degradation by minimizing degradation of a compressed image resulting from increase in noise component by the internal correction function of a television camera under a specific monitoring environment where the illuminance of an object is low. <P>SOLUTION: When an image encoder receives the correction information which notifies existence of AGC correction processing from a television camera and the frame image is an ambiguous image having a low illuminance of an object, control at a section for selecting the prediction of encoding is changed, and intra-prediction where the encoding information (principally, noise component) does not propagate between the frames is selected forcibly, so that image quality degradation of a decoded image caused by accumulation of transmitted noise components is avoided on the receiving side thus reducing image quality degradation. <P>COPYRIGHT: (C)2010,JPO&INPIT |
