A CMDB (10) manages resource information that is information relating to resources with which a system is configured. The CMDB (10) comprises a constraint condition managing section (104) and an effect investigation executing section (105). The constraint condition managing section (104) sets predetermined constraint conditions between given resource information and other resource information. The effect investigation executing section (105) extracts, from the constraint conditions set by the constraint condition managing section (104), a constraint condition set to the resource information, on which change information that is information indicating a change to the resource information is based, and determines whether the extracted constraint condition is satisfied by the change information or not.
