PROBLEM TO BE SOLVED: To provide a concentration detector capable of enhancing concentration detection accuracy and capable of preventing liquid-scattering. SOLUTION: In the first concentration detector 15, a casing part 39 includes an opening communicating with the inner cavity through the upper part of the inner cavity. A movable member 27 includes a bottom surface 27a facing the upper surface 45a above the upper surface 45a of the base part 45, and can move so that the bottom surface 27a may come close to or separate from the upper surface 45a. A light emitting member 37 and a light receiving member 38 are configured to perform concentration detection for a liquid developer layer formed between the bottom surface 27a of the movable member 27 and the upper surface 45a of the base part 45 in a state where the bottom surface 27a and the upper surface 45a are close to each other at a prescribed distance. A blocking member 19 includes a hole 19a for inserting the movable member 27, and the horizontal motion of the movable member 27 is controlled by the edge portion of the hole 19a, and the opening of the casing part 39 is closed by the blocking member 19 together with the movable member 27.
