A swing drive controller for driving and controlling a swing mechanism of a construction machine driven to swing by an electric motor. The swing drive controller includes a drive instruction generation part for generating a drive instruction to drive the electric motor based on a manipulated variable input via an operation part of the construction machine, a rotation speed detection part for detecting rotation speed of the electric motor, and a drive instruction generation part for generating a drive instruction to drive the electric motor based on a speed instruction output from a speed instruction generation part and the rotation speed detected by the rotation speed detection part. The controller limits driving torque of the electric motor immediately before the motor stops.
