PROBLEM TO BE SOLVED: To obtain a detecting device and a warning device which prevent a portable telephone set which is powered on from being carried in a place wherein the portable telephone set is easily disturbed by an electromagnetic wave. SOLUTION: This device is equipped with a dummy ID transmitter 4 which sends a dummy signal changing or erasing a base station ID that a portable telephone set stores, a receiving antenna 2 for a radio wave in the communication band of portable telephone, an amplifier 5 for a receive radio wave, level detecting means 9 and 10 for the received radio wave, and means 12 and 13 which outputs detection signals when the received radio wave exceeds a set level. Thus, the dummy radio wave transmitter is provided to force a portable telephone set in the narrow sense to send a radio wave for connection confirmation. When the intensity of the received radio wave is larger than set intensity, it is judged that a portable telephone set in the broad sense which is powered on is present.
