<P>PROBLEM TO BE SOLVED: To provide a fixing device where an open-cell foam body is usable as an elastic layer of a fixing roller, and the elastic layer is prevented from peeling off the fixing roller, and which can achieve uniform fixing processing, and also, which is excellent in durability, and to provide an image forming apparatus equipped with the fixing device. Ž<P>SOLUTION: The fixing device 7 includes: a fixing belt 60, a heat roller 40 and the fixing roller 50 coming in contact with the inside of the fixing belt 60; and a pressure roller 70. The elastic layer 52 composed of the open-cell foam body is bonded to the surface of the first core bar 51 of the fixing roller 50.
