Provided is a mobile communication system in which a new base station device transmits an identifier of the new base station device and a pilot channel and a user device reports the reception quality of the pilot channel to an existing base station. The existing base station device includes means for statistically processing the reception quality reported from the user device and means for reporting the statistical processing result to an upper-node station. The upper-node station includes means for deciding a tracking area to be allocated to the new base station device according to the reported statistical processing result and means for reporting the decided tracking area to the new base station device. The new base station device includes means for setting the reported tracking area.
