<P>PROBLEM TO BE SOLVED: To monitor whether CCTV (Closed Circuit Television) equipment installed in the determined section of a region is normally functioning. Ž<P>SOLUTION: A plurality of camera terminal stations 100 installed in the determined section of the region and a monitoring station 200 are connected by a network 300. The camera terminal station 100 includes a camera device 110 and a camera controller 120. The camera controller 120 includes an IP encoder part 121, a camera control part 122, a power state transmission part 123, a power source part 124, a common power source part 125, a backup power source part 126, a LAN-SW 127, and a medium converter 128. The monitoring station 200 includes a medium converter 201, a LAN-SW 202, an IP decoder part 203, a monitor 204, a management server 205, a camera device operation terminal 206 and a processing part 207 for monitoring the power failure of the management server 205.
