The flap has a double impulsion type closing and opening mechanism comprising a part (14) carried by a flap case (2) and a complementary part (15) carried by an edge of a flap shutter (5). The mechanism has a dog-pilot point (23) sliding in a T-shaped transversal groove (22), and an electric actuator (16) has a small direct current electric motor (25) coupled to a pivoting blocking hook (30). The hook is cooperated with the dog-pilot point for holding the dog-pilot point when the hook is in one position, and exerts a control action on the motor when the hook is in another position.
