<P>PROBLEM TO BE SOLVED: To provide a retainer for a rolling bearing with high strength capable of coping with the high-speed rotation and high additional capacity of a rolling bearing, and its surface treatment method. Ž<P>SOLUTION: A base material of a press retainer for an automatic self-aligning roller bearing is manufactured of a cold-rolled steel plate SPCC material or a hot-rolled steel plate SPHD material by press molding, and primary heat treatment, secondary heat treatment, and cooling treatment are applied to the base material. The primary heat treatment is gas nitriding treatment at a temperature of 400-590°C, the secondary heat treatment is treatment for holding a temperature of 500-590°C, and the cooling treatment is a quenching treatment, for example, by water cooling.
