<P>PROBLEM TO BE SOLVED: To provide an electron radiating apparatus, a fuel consumption improving method that uses the apparatus, and a purification method for pollution water to contribute to the solution of environmental issues, by improving fuel consumption at high efficiency and by purifying polluted water, in a short time. Ž<P>SOLUTION: The electron radiating apparatus X is provided with a set-up transformer TR, to which ends of a primary coil L1 and a secondary coil L2 are connected as a radiation circuit 10; a diode D whose cathode K is connected to other end of the secondary coil L2, a current-limiting resistance R connected to an anode A of the diode D; a radiation end EB which is connected to the current limiting resistance R and emits electrons to a radiated body; a trigger diode TD whose one end is connected to other end of the primary coil L1 of the set-up transformer TR; and input ends T1 and T2 of input alternating-current which are set between one end of the primary coil L1 of the set-up transformer TR and the trigger diode TD.
