<P>PROBLEM TO BE SOLVED: To provide fin material having a sufficient hydrophilic property and a hydrophilic membrane excellent in adhesion and water resistance. Ž<P>SOLUTION: The fin material, comprising an aluminum base material, an oxide film layer formed on the base material, and the hydrophilic membrane formed on the oxide film layer as the outermost layer by using a hydrophilic composition, is characterized in that the hydrophilic composition contains a hydrophilic polymer in an amount of ≥80 mass% in solids and the hydrophilic polymer has a specific structure having both a hydrophilic group and a reactive group.
