<P>PROBLEM TO BE SOLVED: To reduce the probability of wasting vertical fluctuations of a manipulated variable. Ž<P>SOLUTION: A parameter controller 1 includes an AT execution part 3 for generating a limit cycle of repeatedly outputting a manipulated variable MV of predetermined amplitude to a controlled object, a vertical fluctuation detection part 4 for detecting responses of a controlled variable PV to the output of the manipulated variable MV, a minimum vertical fluctuation frequency determination part 5 for issuing a parameter calculation start notification when the vertical fluctuation frequency of the controlled variable PV reaches a prescribed minimum vertical fluctuation frequency after the start of auto tuning, and a PID parameter value calculation part 7 for calculating PID parameters and setting them to a PID controller 2 at each time when responses of the controlled variable PV necessary to calculate PID parameters are obtained after the parameter calculation start notification.
