<P>PROBLEM TO BE SOLVED: To provide a high-frequency phase controller achieving a large power by reducing a temperature rise inside ferrite cores and suppressing deterioration in saturated magnetization. Ž<P>SOLUTION: Ferrite cores 11 each formed by alternately stacking ferrite core blocks 11a, and heat dissipating ceramic core cooling blocks 11b having a thermal conductivity rate larger than that of each of the blocks 11a are arranged in parallel in two rows in a square waveguide 2, and U-shaped ferrite yokes 13 for magnetically coupling the ferrite cores, are arranged on the lower part of the ferrite cores 11. Cooling blocks 6 are joined to the waveguide 2. Since the cooling blocks 6 cool both the ferrite core blocks 11a and the heat dissipating ceramic core cooling blocks 11b having a larger thermal conductivity rate, heat generated in the ferrite core blocks 11a is highly efficiently dissipated by a high-frequency radio wave, and the temperature rise in the ferrite cores is reduced.
