Provided is a transcoder abnormality monitoring device capable of detecting an operation abnormality in a transcoder or the image degradation of the transcoder without decoding input compressed image data and output recompressed image data. The transcoder monitoring device for monitoring the operation of the transcoder for performing the recompression coding of a coded image stream is provided with a first variable-length decoding means for inputting a first image stream coded and performing variable-length decoding, a second variable-length decoding means for inputting a second image stream recompression-coded and performing the variable-length decoding, and a data comparative monitoring means for inputting the first image information outputted from the first variable-length decoding means and the second image information outputted from the second variable-length decoding means and performing the comparative evaluation of the two pieces of image information, thereby detecting the operation abnormality of the transcoder.
