<P>PROBLEM TO BE SOLVED: To provide a banking structure and its construction method that can prevent the collapse of a retaining wall and the natural ground by one means. Ž<P>SOLUTION: The banking structure 1 is constructed by constructing the retaining wall 5 comprising a plurality of precast concrete panels 4, on foundation blocks 3 fixed along the slope bottom of the lower part of the natural ground 2, forming a banking layer 6 between the retaining wall 5 and the natural ground 2, driving ground anchors 7 strained with predetermined force, at suitable spaces from the retaining wall 5 supporting the banking layer 6, to the natural ground 2, and anchoring the heads of the ground anchors 7 to the retaining wall 5.
